When enrolling in a pet insurance policy, there are many companies to choose from and it can be hard to know where to begin.  As with any new purchase, it’s always best to compare the top providers.  PetsBest and Petplan are a great place to start as they are both top pet insurance companies with excellent coverage.

Pets Best Overview

Pets Best offers is one of the top pet insurance companies when looking for insurance plans that cover the overall well-being of your pet.  They offer two tiers of wellness packages that cover routine care and treatment. The company features standard coverage of things like prescriptions, exam fees, and alternative therapies. Pets Best has no age restrictions and will cover dogs and cats regardless of how old they are. Pets Best only offers unlimited benefits in their top-tier plans.  All the other plans have benefit limits of $5,000.

Petplan is recognized as a top-rated pet insurance company among vets and their customers. Petplan’s comprehensive coverage is one of the few providers that includes the veterinary exam fee (non-routine).  Their customer service is available 24/7.  They offer a lot of flexibility in their packages so you can customize it to fit your specific needs.  Petplan also is one of the few pet insurance companies that does not have an upper age limit.  Petplan is rated A+ by the BBB.

Pets Best offers three levels of coverage that are differently arranged than most other pet insurance companies. The company’s BestBenefit plan cover accidents, illnesses, emergency care, and non -pre-existing hereditary conditions like most policies. However all plans also include prescription coverage which not all companies do.  . Hereditary and congenital conditions also have coverage such as hip and elbow dysplasia, and cruciate ligament injuries

Pets Best also offers two tiers of wellness plans, EssentialWellness and BestWellness that can be added to these policies at additional cost.  The coverage includes blood work, dental cleanings, spaying/neutering and all the other routine treatments in their daily life.  The Elite plan even offers an additional supplemental coverage that includes rehab therapies, chiropractic and acupuncture.

Pets Best offers Accident Only coverage for those on a limited budget that want great coverage for things like broken legs, snake bites, accidental swallowing, and more. Accident Only plans do not cover medical issues such as illness or cancer, which are covered under their BestBenefit Accident and Illness plans.

Petplan Coverage Details:

Petplan offers extremely comprehensive coverage and is among the top in the industry. They handle all accidents and new illnesses without restrictions for hereditary or congenital conditions, as well as medications, advanced testing, hospital stays, rehabilitative care, and holistic therapies. Also, all non-routine veterinary exam fees are covered in all plans, including emergency hospitals and specialists making it unique compared to other providers.

Petplan has an advantage over PetsBest as it has a more comprehensive coverage of dental injury and treatment of periodontal disease in their standard policies.   There is full coverage for dental diseases and injuries which are included as standard in the policy you choose.

Petplan is great for older pets as they insure pets of any age, with no policy exclusions for hereditary and chronic conditions.  They are one of the few providers that will cover hip dysplasia in all of their policies.

Petplan covers curable pre-existing conditions after the 365 day exclusionary period following the beginning of the policy. The company also covers most bilateral conditions when one side is considered to be pre-existing.

Benefit Limits

Pets Best offers unlimited benefits on its top tier Elite plan. The other two plans have an annual benefit limit of just $5,000 which can occur easily with one hospital visit.

Petplan also doesn’t offer across the board unlimited coverage, but it does offer the flexibility in allowing you to choose your annual benefit limit which helps lower the costs. And their annual limits can be set at $2,500, $5,000, $10,000, $15,000, $20,000, and $25,000 or unlimited.  These higher benefit levels are a definite advantage over PetsBest.

Where Petplan really stands out is that there are no per condition limits or lifetime caps, which guarantees your dog or cat will be covered for the duration of an illness or injury, including chronic conditions like diabetes or cancer.


Pets Best does offer more flexibility among its deductible options and range from deductibles of $50, $100, $250, $500 up to $1000. Not many other pet insurance providers offer the option of such a low deductible.

Choosing a higher deductible will lower your monthly plan price, but it means your out-of-pocket costs will be higher when your pet needs vet care. Choosing a lower deductible will increase your monthly price, but will lower your out-of-pocket costs.

The wellness plans are a nice add-on because you don’t have to meet a deductible and get reimbursed from your first visit.  Wellness plans offer routine check-ups, vaccinations, spaying and neutering and even dental cleaning which is a nice benefit.

Petplan is unique in that it offers one of the more unique customizable deductible policy options in the market. It lets you choose whether to apply the deductible annually or per condition. You can also choose your deductible, starting from as low as $100 up to $2,500. The deductible can be increased in $50 increments.

If you decide to choose the per-condition plan, this means that if your pet has a few veterinary visits for the same condition within the policy year, you will pay the deductible for your policy only once for this condition even if you file multiple plans for the same condition.  PetsBest does not have this option in any of their plans.

Petplan similarly works on an annual deductible.  If you choose the higher deductible, you will have a lower monthly premium.


Pets Best gives you the option of setting your reimbursement at 70%, 80%, and 90%. This is a consistent feature of the best pet insurance providers PetsBest also pays out on the actual vet bills as do the other top providers.  As with deductibles, the higher the monthly premium, the more you will get reimbursed for that claim.

Petplan similarly works on a percentage basis and will pay the portion of your actual veterinarian bill after you have met your deductible. The percentages available are 70%, 80%, and 90%.  The higher the reimbursement level, the higher the premium.

With both Petplan and PetsBest, you are reimbursed on the actual veterinary bill which is always the preferred choice.


Pricing is always a big factor in anything we purchase including pet insurance.

Pets Best’s lower tiered plans are competitive, while their comprehensive Elite plan can be a bit pricey.  Although the high end, all-inclusive elite plan can run $60-$70 a month. And the less expensive of the wellness add-ons is an extra $16. So you can really budget according to your pets’ needs.

Plans for dogs currently start around $30 and cat plans start around $17. You can purchase an accident only plan for less than $10 a month which is a nice addition if you have a small budget and just want an emergency fund for your pet.  In fact, the pricing for the accident only plans is $6 per month for cats, and $9 per month for dogs, for all ages and breeds!

When you enroll more than one pet, you can earn up to a 5% discount for each additional pet!  And there is a 5% discount for the military.

Petplan offers competitive pricing that is in line with comparable plans. Petplan also offers discounts if you registration online, as well military personnel or medical service pets.

The average starting premium for dogs is $29.16 and for cats $18.19.

Enrollment and Waiting Periods

Pets Best is one of only a few companies to allow enrollment at any age. What’s more, there are no age limits for policy extensions as well. The waiting period is 14 days illnesses after effective date and 3 days for accidents and routine care can be used the day after you enroll, and 6 months for cruciate ligament events and any related conditions.

The starting age of enrollment for puppies and kittens is 7 weeks old.  And there are no enrollment fees so your coverage starts almost immediately.

Petplan allows enrollment for dogs and cats as young as six weeks.  What’s really great about Petplan is that it doesn’t not have an upper age limit so older dogs and cats get covered as well.

Accident coverage begins 5 days after enrollment, but there is a 15 day waiting period for illnesses. Medical records are not required for enrollment.

Claims and Service

Pets Best provides an unusually fast claims processing, often paying claims within 3 to 5 days. Customers can accelerate their claims by submitting them electronically through their online portal which allows you to see the status of your claim.  You can also set up direct deposit to get paid directly back into your banking account, or request that they pay your vet directly which is a nice option to have.

Petplan is one of the only pet insurance companies to specifically state a claims payout timeframe of 30 days.  It can be faster, from 5 to 14 days, if your claim is accepted right away, but 30 days is the longest it would take.

Petplan also features the “Telehealth” service. This facility provides coverage for telephone consultations for an immediate lifesaving emergency.
